The Citrus County Special Library District was established in 1984 by voter referendum to provide free library services to the residents of the incorporated and unincorporated sections of the county. Citrus County Library System officially opened to public in 1987.

The Citrus County Special Library District was established in 1984 by voter referendum to provide free library services to the residents of the incorporated and unincorporated sections of the county. Citrus County Library System officially opened to public in 1987.

The fiscal year for the libraries is October 1 through September 30.

The governing body of the district is the 5 Citrus County Board of County Commissioners, 1 member from the Inverness City Council, and 1 member from the Crystal River City Council.
